Creation ends at Queued. A Supervisor performs the separate assignment step.

Approved revision in forceProduction v2 remains approved. The newer v3 is Pending and cannot be selected until an approver is configured.
Queued-order intent
none → QueuedAssignment is intentionally absent. Team/person intent is recorded by the Supervisor after this order reaches Queued. Actual participants are derived later from each worker's WorkSession.
State variants
- empty — inherits form-empty

- access denied — inherits form-access-denied
- validation error — inherits form-validation-error
